MMDC 3: Toggle List Type doesn't work when it is from no list to list
In MMDC 2, If I select a bunch of lines (without any list
markers) and applied "Toggle List Type", those lines will be
toggled into a list and then cycle through list type if I further
toggle it. But in MMDC 3 that feature isn't available. I don't know
if it was a side benefit an unexpected behavior of "Toggle List
Type", but I find it convenient as a quick way to turn non-lists
into a lists. Would you mind adding it back to MMDC 3?

That was a bug that felt like a feature. ;)
The toggle list type command is now smarter so that it only toggles an
actual list.
The command you want to start with would be the "Convert Selection to"
options in the edit menu. Once you have a list, you can toggle back and
forth as desired.
I don't plan on changing this behavior back, as it leads to other
problems with inadvertently changing some lines into a list.
