Table of Contents Collapse and Expand not working
The "collapse" and "expand" TOC operations are not functioning properly. This does not appear to be a function of, e.g., document length, base level header, etc. The TOC opens in expanded layout, and attempts to toggle it to close results in a quick flash, where the TOC levels will collapse and re-expand in less than a second.

Mavericks v 10.9.2

You can use Command ⌘ instead of Control ^ on Mac

Do you have the "keep TOC expanded" preference turned on?

That's ok. When I launched to test, I said, "Huh. What do you know? It
won't collapse for me either." So I checked the prefs. But it did take
me a second.
