V2.8 Export PDF: wrong link with TOC

I create my own TOC like this:
- [Header 1](#header1)
- [Header 2](#header2)
# Header 1 [header1]#
## Header 2 [header2]##
After I exported pdf file, the links I got in TOC were:
...file.md#header1 , ...file.md#header2 .
Therefore I cannot click to jump from the TOC

How are you exporting the pdf? Links within a document don't work unless you go through LaTeX. Exporting a PDF is basically the same as printing. Links don't work when printing.
