Table header bars
Table header bars are inconsistently displayed. Two attached file show the problem. I cleaned up the tables but inconsistency remains. Can you suggest a solution?

You have an empty cell in the first row, so there's nowhere to put the border. You can experiment with alternate CSS if you want to draw a line above empty (non-existent) cells.
