Copy as Rich Text doesn't seem to work in MMC4. In MMC 1 and 2, this command would work as desired, including converting smart quotes.

Actually, it does work as intended. It copies the highlighted text from
the editor instead of plain text.

Older versions of Composer also used macOS to convert HTML into RTF,
which worked suitably for very basic examples, but did not work for more
complex structures (e.g. footnotes). Given the low quality of that
option, I have not added it to v4 yet.

I would prefer to find a method that works reliably across all
circumstances. But there is relatively little need across all MMD users
for RTF support, and there is not a good RTF export option. (And my
calls for interested parties to help create one for MMD have gone
    unheeded for 5+ years.... ;)

If all you want to do is copy a chunk of RTF to paste into another
application, you can copy a selection from the preview and get the same
    result as the old method.
